Special Education

The Central York School District has Special Education Services and Programs available to meet the needs of identified exceptional learners as determined by Individual Education Program (IEP) teams.

Working Together

Parents, guardians, teachers, counselors, school psychologists, social workers, interventionists and/or others can be involved in helping to identify students who may require Special Education Services.

Screening activities are conducted regularly throughout the school year by building-level intervention teams.
Written parental permission is required and full rights of due process are afforded to parents throughout the evaluation and identification process. Confidentiality of information is protected by local, state and federal policies and regulations.
A detailed explanation of parents' rights and procedural safeguards is available.
- Students who are not eligible to receive special education programs and services may qualify as protected students who are handicapped and therefore be protected by other federal and state laws intended to prevent discrimination.
- The school district must ensure that protected students who are handicapped have equal opportunities to participate in the school program and extracurricular activities to the maximum extent appropriate for that learner.

2024-2027 Special Education Plan

The Central York School District's Special Education Plan is an action plan that describes the local Board of School Director's commitment to ensure that a quality education will be provided to each of its students with a disability eligible for special education. The content of the special education plan describes the special education program and services that are provided within a school district and those special education programs and services which are accessed by the school district from outside the school district's geographical boundaries.

Each school district shall develop a special education plan aligned with the strategic plan of the school district under § 4.13 (relating to strategic plans). The special education plan shall be developed every 3 years consistent with the 3-year review cycle of the strategic plan of the school district. The Secretary will prescribe the format, content, and time for submission of the special education plan. (§14.104(a)). A special education plan reflects ongoing programs and services and incorporates anticipated changes in programming as a result of corrective action generated by the cyclical monitoring and improvement planning and other factors.

Change in Age of Eligibility for Free and Appropriate Public Education

Effective no later than September 5, 2023, all students entitled to Free and Appropriate Public Education (FAPE) and all of the rights and procedural safeguards under the Individuals with Disabilities Education Act (IDEA) and Chapter 14 of Title 22 of the Pennsylvania Code may remain enrolled in public school until they turn 22 years of age. This includes students who turned 21 and exited during or after the 2022-2023 school term.

The Commonwealth of Pennsylvania ensures that all children with disabilities ages 3 years through 21 years residing in Pennsylvania have the right to a FAPE, including children with disabilities who have been suspended or expelled from school. The commonwealth shall make FAPE available to a child with a disability eligible under IDEA until the student turns 22. Notwithstanding any other provision of law to the contrary, a child eligible under IDEA who attains the age of twenty-one (21) years may remain enrolled in their resident district free of charge until their 22nd birthday.
